European Commission’s Joint Research Centre publishes methodological guide to implementing local authority action plans

On Tuesday 17 June, the European Commission’s Joint Research Centre (JRC) published a guide for municipalities that are signatories to the Covenant of Mayors for Climate & Energy - Europe (CoM EU). 

The aim is to provide methodological guidance for the development of Sustainable Energy and Climate Action Plans, which are at the heart of local commitment to the energy transition and climate resilience.

This guide, which lists the pillars of action to be taken, aims to support local authorities in the SECAP (Sustainable Energy and Climate Action Plan) process, from the initial political commitment to the monitoring and evaluation of the measures implemented. 

The main objectives are to ensure that local strategies for mitigating greenhouse gas emissions, adapting to climate change and combating energy poverty are consistent, ambitious and effective.

In the strategic planning phase, municipalities are invited to design a set of actions for the short (2 to 5 years) and long term (beyond 6 years) based on a precise assessment of the local situation and aligned with a shared vision and ambitious objectives. 

Each proposed measure is analysed in terms of its potential impact, costs, available sources of funding, associated risks, expected benefits and social acceptability. The coordination of the entire plan with the objectives of decarbonisation, territorial resilience and energy justice is also taken into consideration.
