European Commission proposes including Ukraine in EU roaming area

On Tuesday 17 June, the European Commission proposed that Ukraine be included in the EU roaming area from 1 January 2026. This would be the first area in which the Internal market would be extended to Ukraine, with a view to the country’s future accession to the EU.

If the EU Council approves this decision, roaming charges will be abolished for Europeans travelling to Ukraine or Ukrainians travelling to the EU. This includes telephone network and internet data. In addition, the agreement makes emergency services free and guarantees the same network quality and speed when roaming.

We want Ukrainian citizens to stay connected to their loved ones across the EU, as well as in their home country”, said President of the European Commission Ursula von der Leyen.

Ukraine had expressed interest in joining in 2022. Earlier this month, Kyiv notified the Commission of its full alignment with EU legislation on roaming, which was one of the conditions for joining the area.
