Fusion Expert Group calls for urgent presentation of EU strategy for commercial deployment of fusion energy

The Fusion Expert Group (FEG) recently published a position paper aimed at providing recommendations for the design of the European fusion strategy coordinated by the European Commission.

This strategy, which should be published by the end of the year in preparation for the proposed Euratom research and training programme for 2028-2032, aims to accelerate the marketing of fusion energy in Europe (see EUROPE 13573/11).

Decisive action is required now to turn this vision into reality and establish Europe as a strong, independent leader in the field”, emphasises the document, published on 7 April by the European Commission’s DG Research and Innovation.

The group of independent experts, representing the EU Member States, focused its report on five pillars mentioned several times by the Commission (see EUROPE 13609/5): support for the international ITER project, the creation of a competitive industry with a skilled workforce, the guarantee of a harmonised regulatory framework, the strengthening of international collaboration and transparent European governance.

In particular, the group stresses the urgent need to publish the strategy on nuclear fusion, in the context of the next Multiannual Financial Framework, in order to “ensure alignment with Europe’s broader energy objectives”.

The document also encourages the involvement of the private sector, with the establishment of a public-private partnership (PPP) and specific support for start-ups.

It calls for a broadening of funding options to include risk capital, loans and support from organisations such as the European Investment Bank.

Other recommendations include putting in place a strategy to “attract, train and retain a highly skilled fusion workforce”, engaging in a global dialogue with stakeholders, fostering strong international partnerships and strengthening bilateral agreements, particularly with China, Japan, the Republic of Korea and the United States.

Finally, the document encourages the Commission to continue its coordination work and to ensure that fusion activities are aligned with wider EU policies and funding priorities.

The Commission has proposed that the FEG should evolve into a European Fusion Coordination Committee (EFCC) to oversee the implementation of the EU merger strategy and strengthen coordination between the European Commission, Member States and key stakeholders.
