EU talent pool, European employers in construction, hotel and chemical industries welcome launch of negotiations

European employers in the construction, hotel and chemical industries “strongly support the establishment of an EU Talent Pool, which will automatically match EU employers with third country national jobseekers”, they said in a press release on Wednesday 16 April.

With a view to the forthcoming interinstitutional negotiations (‘trilogues’), and after the European Parliament adopted its position in March (see EUROPE 13603/21) on this new legal labour migration instrument, the organisations Fiec, Ceemet, Hotrec, WEC and ECEG recommend that “all Member States adopt the EU talent pool, which should however remain voluntary”.

They are also calling for the following points:

- “The EU talent pool should apply to low-, medium- and high-skilled workers”;

- In addition, the talent pool should not be “restricted to third countries who are part of talent partnerships and should not be limited to shortage occupation lists”;

- The various organisations that signed the press release recommend keeping bureaucratic procedures to a minimum when it comes to accessing the tool, for both employers and jobseekers;

- In addition, they stress that the social partners should also be able to participate in the steering committee and in the governance of the tool, and contribute to the shortage occupation list.
