03/02/2025 (Agence Europe) – In a position published on Friday 31 January, CLECAT, the association representing freight transport and logistics professionals, urged European legislators to revise the “Single Liable Person” (‘SLP’) approach and the Trust & Check (‘T&C’) trader framework in the customs reform proposal. In its view, the EU can protect the competitiveness of small and medium-sized enterprises (SMEs), the resilience of supply chains and the efficiency of customs processes by preserving the role of intermediaries, addressing the elevated risks of indirect representation and ensuring proportionate access to facilities. CLECAT considers that “any reduction or waiver of the comprehensive guarantee should remain part of the Authorised Economic Operator (AEO) framework rather than being exclusive to ‘T&C’”.
