Council of Europe publishes its 2024 report on efficiency and quality of justice in Europe

On Wednesday 16 October, the European Commission for the Efficiency of Justice (CEPEJ) published its annual report evaluating European judicial systems.

The data presented correspond to the year 2022; they concern 44 member states of the Council of Europe as well as two observer states, Israel and Morocco, and come from national correspondents active in the various Ministries of Justice.

The aim is to provide a rigorous picture of European judicial systems and to encourage the exchange of best practice” explains Christel Schurrer, Deputy Secretary of the CEPEJ.

The report contains “country profiles”, which present key national data and indicators, highlighting the most notable features of each system.

A CEPEJ-STAT database contains all the qualitative and quantitative data collected since 2010.

The ‘General Analyses’ section highlights European trends in key areas such as budgets, access to justice and the effectiveness of information and communication technologies (ICTs).

This 2024 report is the first to take post-Covid data into account.

It gives a series of key figures.

Among other things, it shows that 57% of Europe’s judges are women, but only 42% are women presiding judges, that judges’ gross salaries are on average 2.5 times higher than the average salary, and that European countries spend an average of €85.4 per inhabitant (7.31% more than in 2020) and 0.31% of GDP on their judicial system.
