European Parliament Committee approves EU Council position on revision of certain CAP rules

On Monday 15 April, the European Parliament’s Committee on Agriculture voted by a large majority in favour of the EU Council’s position on the revision of certain rules of the Common Agricultural Policy (CAP).

The EU Council adopted four minor amendments to the European Commission’s initial proposal.

The proposal concerns certain good agricultural and environmental condition (GAEC) standards, procedures for amending strategic plans under the CAP and exemptions from controls and penalties (see EUROPE 13379/2).

On 11 April, the Parliament agreed to an emergency vote on relaxing these rules (see EUROPE 13389/21).

If the Parliament’s Legal Service considers that the path followed is not the right one due to a translation problem (an objection to this effect has been lodged by the Greens/EFA group), the political groups could table amendments during the plenary vote (22-25 April), explained the Chair of this Committee, Norbert Lins (EPP, German). The Greens/EFA objection concerns only the four amendments that have not been translated into the various languages, not the text, which has been translated.
