No enlargement without constitution, Jo Leinen says

Strasbourg, 28/09/2005 (Agence Europe) - The Treaty of Nice does not allow the EU to be enlarged to countries other than Romania and Bulgaria, states German Social Democrat Jo Leinen, Chairman of the European Parliament Committee on Constitutional Affairs.
