06/04/2004 (Agence Europe) - France is planning a large-scale exercise to test the implementation of the solidarity clause announced by the European Council on 25 March to mark Member States' commitment to cooperate in the event of a terrorist attack. "We must be able to rely on coordination" otherwise we "run the risk of all acting at once, which would neutralise the effectiveness of separate efforts" said Defence Minister Michèle Alliot-Marie, adding that she told Javier Solana "that we need to think about this, maybe even carry out an exercise one day to check how we react". The solidarity clause, adopted by a declaration of the 25 at the European Council, is enshrined in the draft Constitution. It plans for all necessary instruments, including military, to be mobilised to help a Member State that is the victim of a terrorist attack. Contrary to the provision in the draft Constitution, the declaration of 25 March does not specify the instruments of cooperation.
