06/04/2004 (Agence Europe) -By adopting the report of Esko Olavi Seppänen (GUE/NGL, Finland), the European Parliament has approved, with five technical amendments, the draft directive of the Council introducing amendments to the 1994 regulation instituting a guarantee fund for external action.
