30/01/2004 (Agence Europe) - The Union of European Federalists - Belgium, chaired by the former European parliamentarian Fernand Herman has conducted a survey from which it emerged that over 99% of those surveyed are in favour of a European Constitution, and 88% do not want the Constitution to be negotiated only by governments.
