Bot warns against "pioneer groups" - But the Netherlands could move into "higher gear", in the context of the treaty

Brussels, 30/01/2004 (Agence Europe) - In a contribution to the Figaro of 29 January, the Dutch Minister of Foreign Affairs Bernard Bot (who has been EU Permanent Representative) stated that the formation of "pioneer groups” in Europe "are disadvantageous for the spirit of compromise", and "sow discord and confusion" ("does a leading group take account of latecomers?", he asked).
