Strasbourg, 18/12/2003 (Agence Europe) - The European Parliament has called on the Irish presidency to restart the Intergovernmental Conference in January following the failure of the IGC summit, in order to adopt a constitutional treaty. It called on foreign affairs ministers to meet in January to decide on procedures to follow, as Ireland will be convening an IGC at a Heads of State and Government level before 1 May 2004 "to resolve pending issues". The plenary amended the draft resolution, which only raised pending "institutional" questions. MEPs also called on the Irish presidency to present "its action plan for bringing the IGC to a satisfactory close" when it puts forward its programme on 12-15 January in Strasbourg. The EP "deplores the flagrant weakness of the attention drawn to the common European interest during the IGC" and "deeply deplores the failure" of the IGC summit. It underlines the "failure" of the IGC method. The resolution was adopted by 344 votes for, 115 against with 23 abstentions.
