Brussels, 18/12/2003 (Agence Europe) - Irish Foreign Minister Brian Cowen presented the official programme of the EU Irish Presidency for the first half of 2004 (slogan: "Europeans Working Together") to the press on Thursday . It comes as no surprise that Dublin's top priorities will be continuation of the incomplete work of the IGC on the constitutional Treaty and accession by ten new members to the EU on 1 May 2004.
