"Two-speed EU if IGC flounders, says Di Rupo

Brussels, 19/11/2003 (Agence Europe) - If the IGC fails, the Belgian government should "actively support" a "two-speed Europe" at the time of the ratification of the accession treaty, Elio di Rupo, president of the Belgian Socialist Party.
