Brussels, 19/11/2003 (Agence Europe) - In its conclusions on the Balkans adopted on Monday and following the meeting in Vienna in mid-October giving the go ahead to dialogue between Belgrade (Serbia) and Pristina (Montenegro) on issue of "mutual interest". The External Relations Council has called on all parties involved to ensure that the debate is constructive and rapid, within the workgroups. The Council also welcomed the intention of the Special UN Representative for Kosovo, Harri Holkeri from Finland to jointly draw up with the provisional institutions of the autonomous government, a work plan and revision mechanism for the progress achieved in connection with (standards before the Kosovo status). The Council also called on Javier Solana, EU High Representative for CFSP to explore ways of strengthening the EU contribution for implementing Resolution 1244 of the United Nations on Kosovo and submit it with a report on the subject. In the perspective of a donors' meeting for Serbia and Montenegro on Tuesday in Brussels, the Council is insisting that the Union presents a complete reform strategy.
