December's European Council meeting - growth, asylum and immigration, enlargement and defence

Brussels, 17/11/2003 (Agence Europe) - The EU foreign ministers started on Monday by considering the first draft of the agenda for the 12 and 13 December European Council in Brussels. Heads of state will be meeting for the Intergovernmental Conference with a view to adopting the Constitutional Treaty, but will also be meeting for the European Council.
