Anti-dumping measures against China

Brussels, 17/11/2003 (Agence Europe) - The Union has decided to impose definitive anti-dumping measures on imports of Chinese furfylic alcohol. These surcharges, which the incriminated operators will have to pay for five years, range from 84 to 250 euros a tonne as opposed to 21 and 181 euros a tonne. In this affair, where the "level of cooperation has been low", the EU preferred to "take special provisions to guarantee the good application of antidumping duties" and prevent their possible circumvention. For example, a duty taking the form of a specific amount in euros per metric tonne should guarantee the effectiveness of measures and minimise the risk of substituting the product concerned by other products from the same general category of products, for example, furfural, mainly given the price manipulation observed during earlier procedures concerning furfural, the EU explains in the regulation published in the Official Journal L283.

Furthermore, the EU has amended measures applicable since last year to imports of coumarin from China to cover situations where goods are said to be damaged before being released for free circulation (OJ L272).
