Brussels, 17/11/2003 (Agence Europe) - The External Relations Council on Monday took a decision to create a European Defence Agency, to be operational in 2004, in line with the conclusions of the European Council of Thessaloniki. In its decisions, the External Relations Council also mandated an "Agency Establishment Team", responsible for making proposals on the Agency's legal, institutional and financial modalities.
