Hans Eichel speaks out against fines, Commission stresses need for them - Pedro Solbes confirms Berlin to get extra year to put finances in order

Brussels, 17/11/2003 (Agence Europe) - German Finance Minister Hans Eichel and the European Commission have carried on a heated exchange through the Press over the last few days, on the fines to be imposed on countries not respecting the Stability Pact, on the eve of the latest recommendation to be made by the Commission on Germany's excessive deficit on Tuesday (see EUROPE of 14 November, p.7).
