17/11/2003 (Agence Europe) - According to Monday's Financial Times, German foreign minister Joschka Fischer told a group of reporters in Brussels that an avant-garde would emerge in the EU if progress cannot be made with 25 or 28 Member States, adding that this was not a threat. The FT reports that Fischler said that if the Constitutional Treaty were blocked, "history will not wait".
