Brussels, 18/09/2003 (Agence Europe) - Commissioners David Byrne and Anna Diamantopoulou are considering guidelines on a total smoking ban in all bars, cafés and restaurants in the EU, Mr Byrne's spokesperson confirmed on Thursday.
