Valéry Giscard d'Estaing does not believe in possiblity of amending current draft of European constitution (except for a few details) and formulates recommendations for IGC

Brussels, 18/09/2003 (Agence Europe) - Valéry Giscard d'Estaing took a position of the follow-up to the work to give the European Union a Constitution by asserting that: 1) the Intergovernmental Conference (IGC) beginning on 4 October in Rome is perhaps not an ordinary IGC, 2) the draft European Constitution developed by the Convention will perhaps only be modified by the addition of a few improved details.
