On 22 November, French and German Foreign Minister Dominique de Villepin and Joschka Fischer presented the European Convention with a joint proposal on European security and defence policy. We are publishing the text in our EUROPE/Documents/Atlantic Documents series (in French and German), text that is to be followed, no doubt in January 2003, by a second French-German contribution to the Convention, on institutions.
