European Parliament approves provisional agreement on creation of European compulsory licence

16/12/2025 (Agence Europe) – On Tuesday 16 December, MEPs endorsed the European Parliament/EU Council provisional agreement on compulsory licences reached in May this year (see EUROPE B13646A3). The regulation will enable the European Commission to issue compulsory licences, a tool that already exists at national level, to allow a company to use a patent without the authorisation of its holder in emergency situations.
