European Parliament validates interinstitutional agreement on ‘mini-omnibus’ of legislative amendments

16/12/2025 (Agence Europe) – On Tuesday 16 December, MEPs adopted by 519 votes to 119, with 25 abstentions, the text of the institutional agreement reached between European Parliament negotiators and the Danish Presidency of the EU Council on the night of 5-6 November on a ‘mini omnibus’ on defence (see EUROPE 13747/18). This package aims to amend several EU instruments (the ‘Strategic Technologies for Europe Platform - STEP’, Horizon Europe, the European Defence Fund - EDF, the ‘Digital Europe Programme - DEP’ and the ‘Connecting Europe Facility - CEF’) in order to facilitate investment projects aimed at strengthening the European defence industry and to channel European funds towards defence (see EUROPE 13625/2). The Council still has to formally approve the text before it can be published in the Official Journal and enter into force. (CG)
