Human rights violations - EU sanctions ten Russian judicial and prison officials

On Thursday 20 November, the Council of the European Union imposed restrictive measures on ten individuals responsible for serious human rights violations and the repression of civil society and democratic opposition in Russia.

They are the Head of the Main Directorate of the Federal Penitentiary Service of the Russian Federation for the Rostov oblast, including Taganrog pre-trial detention centre No. 2 (SIZO-2), Andrey Viktorovich Polyakov, the director of this detention centre, Aleksander Shtoda, and two deputy directors of this centre, Andrey Mikhailichenko and Andrey Sapitskiy. Widespread and systematic acts of torture and other cruel, inhumane and degrading treatment are allegedly inflicted on detainees, including Ukrainians, both civilian and military, in this establishment, according to the Council.

Timur Vakhrameev, judge at the Basmanniy District Court, Svetlana Rygalova, prosecutor at the Prosecutor’s office of the Vladimir region, Artemy Telminov, investigator at the Investigative Committee of the Russian Federation, Boris Kozhevnikov, deputy chairman, and Maksim Panin and Marina Ushakova, judges at the Russian Military Court of Appeal, involved in a number of politically motivated prosecution cases, are also subject to measures.

Their assets are frozen and they are banned from travelling to the EU. EU citizens and companies are prohibited from providing them with funds.
