On Thursday 13 November, the European Parliament adopted the urgency procedure for the revision of the regulation to combat imported deforestation, as proposed by the European Commission (see EUROPE 13735/4).
The Commission has proposed to postpone the entry into force of the regulation for small and micro-enterprises until 30 December 2026 (as opposed to 30 June 2026 initially) and to grant a “six-month grace period” to medium-sized and large businesses for inspections. The European Commission also wants to limit the due diligence declaration obligations in its IT system to downstream operators.
MEPs will adopt their position at the plenary session from 24 to 27 November, with a strong likelihood of going further than the Commission in terms of simplification and the postponement or suspension periods. Like the EU Member States (see EUROPE 13746/4), the European Parliament’s right-wing groups were of the opinion that the draft revision was insufficient (see EUROPE 13750/25).
The co-legislators will be aiming for an agreement before the end of the year in order to prevent the regulation from coming into force on 30 December. (Original version in French by Florent Servia)
