13/11/2025 (Agence Europe) – The Danish Presidency of the EU Council is expected to quickly request a negotiating mandate from the Committee of Permanent Representatives of the Member States to the EU, following a meeting of the working group which was deemed relatively positive on its latest compromise proposals on the removal of child sexual abuse material online (see EUROPE 13750/27). On Wednesday 12 November, the Presidency reportedly received significant support for its new proposals, which rule out mandatory detection orders for child sexual abuse material for web giants and private chat service providers, despite a number of scrutiny reservations and a few adjustments to the text that are still necessary. A few tweaks will still be made to the compromise text, namely it will be added to the preamble that nothing in the regulation should be understood as imposing any detection obligations on providers, as it will remain a voluntary measure, as is today.
