The Danish Presidency of the Council of the EU has scheduled a debate for the ‘Agriculture’ Council on 27 and 28 October in Luxembourg on the post-2027 Common Agricultural Policy (CAP)’s green architecture (see EUROPE 13714/1).
In a note (https://aeur.eu/f/iq4 ), the Presidency stresses that this architecture should simplify the rules applicable to farmers, make the implementation of the green transition more attractive to farmers and guarantee a level playing field between farmers and between Member States.
The proposal for the 2028-2034 CAP provides for the abolition of the two-pillar structure (i.e. a set of rules for green measures), a new Farm Stewardship system to replace the cross-compliance system and the creation of a new instrument to support the transition to more resilient production systems.
In addition, Member States could choose to allocate part of the funds from their national and regional partnership plans to agriculture, including for green measures. Finally, the Commission is proposing to introduce a mechanism to measure the contribution of these plans to the EU’s climate and environmental objectives, with an objective set at 43%.
