22/09/2025 (Agence Europe) – Faced with a request (https://aeur.eu/f/ij2 ) from around 10 agriculture ministers to change the rules, on Monday 22 September, the European Commissioner for Agriculture, Christophe Hansen, pointed out that the N+2 automatic decommitment rule for the Common Agricultural Policy (CAP) had been decided in 2020. It was subsequently enshrined in the CAP horizontal regulation in 2021 and ensures the timely implementation of the CAP strategic plans. “Now moving to an N+3 rule would necessitate a modification of the CAP horizontal regulation and of the annex to the MFF regulation defining the annual payment ceiling”, said Mr Hansen. On the basis of the current expenditure forecasts submitted by Member States, the Commission foresees a low risk of automatic decommitment by the end of 2025 for the CAP strategic plans. (LC)
