05/06/25 (Agence Europe) – On Thursday 5 June, the EU Council adopted a regulation exempting Ukraine from European safeguarding measures on steel. Since the start of the war, Kyiv has been exempt from these tariff quotas. This is in the context of the EU’s Autonomous Trade Measures (ATMs), which have completely liberalised trade. However, these measures expired on 5 June and trade is once again subject to the pre-war tariff quotas. The EU has not yet found a long-term solution for Ukrainian agri-food exports to the EU, but it intends to continue supporting Ukrainian steel production. This is why the co-legislators quickly agreed to continue exempting Kyiv from steel tariff quotas (see EUROPE 13636/10). This decision comes into force on 6 June and is valid for three years.
