2025 edition of International Lesbian, Gay, Bisexual, Trans and Intersex Association’s ‘rainbow map’ warns of a decline in LGBTI rights in Europe

On Wednesday 14 May, the European branch of the International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA-Europe) published the 2025 edition of its ‘rainbow map’, a snapshot of the LGBTI rights situation in Europe.

The map ranks 49 European countries according to their policies and legislation in support of LGBTI people, with scores ranging from 0 to 100%.

Malta remains in first place, followed by Belgium, which banned conversion practices in 2023. 

At the bottom of the ranking are Russia, Azerbaijan and Turkey, with scores of 2%, 2% and 5% respectively.

Meanwhile, the UK has dropped six places, and Hungary and Georgia have also fallen sharply following the adoption of ‘anti-LGBTI’ laws. 

In a press release, ILGA-Europe’s advocacy director Katrin Hugendubel denounced a “coordinated global backlash aimed at erasing LGBTI rights, cynically framed as the defence of tradition”.

Gender recognition for trans people is still inadequate, and 11 countries still have no legal procedure for this.
