Meeting at the Culture Council on Tuesday 13 May, the ministers and representatives of the Member States of the European Union approved conclusions on the evaluation of the legal framework applicable to audiovisual media services and video-sharing platform services.
Drawing on the provisions of the Audiovisual Media Services Directive (AVMS Directive) as the main legal instrument governing the EU audiovisual media market, the conclusions call for this text to be adapted to take account of the rapid changes in the market, particularly with regard to the development of content creators on digital platforms.
The aim is to guarantee consistent regulation, the protection of minors, fair competition and the preservation of media pluralism.
The European Commission has been asked to analyse the effectiveness of the current rules, particularly in terms of the visibility of content of general interest, disinformation and accessibility to major events.
The Member States, for their part, undertake to strengthen cross-border cooperation, promote media literacy and support policies favourable to the protection of minors and media pluralism.
In a press release published the same day, the Association of Commercial Television in Europe and Video on Demand in Europe welcomed these conclusions. They encouraged “the European Commission to consider the revision of the AVMSD as a simplification exercise, in line with its Communication on implementation and simplification”.
