On Wednesday 8 May, the European Commission published a detailed analysis by country in the fields of employment, skills and social inclusion for Bulgaria, Estonia, Spain, Italy, Lithuania, Hungary and Romania, detailing the results of the social convergence framework.
Potential risks to upward social convergence were identified for these Member States in the first stage of the analysis of the Joint Employment Report (JER) 2024.
This second stage focuses on policy areas, including the labour market, skills, social protection and social inclusion, identified as presenting potential risks to upward social convergence. For each area examined, the analysis describes the relevant policy responses developed or planned by the Member State to address the risks identified, and for each country an indication is given as to whether, overall, the risks likely to affect upward social convergence are confirmed or not.
This analysis will be discussed with the Member States, both within the Employment Committee and the Social Protection Committee, ahead of the adoption of the spring package of the ‘European Semester’.
