Former director of Kosovar intelligence publishes document revealing structure of future association of Kosovo Serb municipalities

On Saturday 11 November, the former Director General of the Kosovo Intelligence Agency (KIA), Burim Ramadani, published what he claims is a leaked draft of the plan proposed by the EU to create an association of Kosovo Serb municipalities.

According to the document published by Mr Ramadani, the plan for the association of municipalities is for it to take the form of a legal entity enabling it to own movable and immovable property, to co-own businesses and to take legal action and be sued.

The document stipulates that the association of municipalities should include members of non-Serb communities in its bodies. Serbia could offer financial support, but Belgrade’s funding would be subject to scrutiny by the Kosovar authorities.

The document indicates that the association of municipalities would consist of a president, a vice-president, an assembly, a seven-person board of directors and a 30-person advisory council. Its activities would be monitored by the EU for a period of 2 years.
