Negotiations between EU institutions on ‘Controls’ regulation will resume on 13 October

Negotiations between the EU institutions on the regulation to reform control procedures for fishing activities will resume on Thursday 13 October.

An 8th trilogue on important reform issues took place in mid-July under the Czech Presidency of the EU Council, which has made this file its number one fisheries priority (see EUROPE 13002/9, 12991/21).

The objective of the Czech Presidency is to bring the EU Council and the European Parliament to a compromise on the proposed recast of the controls by the end of 2022.

In view of the trilogue on 13 October, the Czech Presidency of the Council has drafted suggestions for a revised mandate concerning certain elements of the proposed text. These include the monitoring of fishing vessels and restricted fishing areas, infringements and sanctions, regionalisation, and safeguarding measures.

A note from the Czech Presidency mentions that the co-legislators decided to raise the issue of exemptions from the obligation to use the Vessel Monitoring System (VMS) on ships at a later stage of the negotiations.

The Presidency will, in principle, defend the EU Council’s general approach on most of the provisions relating to the topics to be discussed on 13 October, while allowing some flexibility to meet the Parliament’s concerns on certain points.
