European Commission completed indicative programming for aid to EU partner countries totalling €26.3 billion

On Tuesday, 21 December, the European Commission adopted the Multiannual Indicative Programmes (MIPs) under NDICI-Global Europe—the financial instrument for international cooperation and the neighbourhood in the EU budget—that define the priority areas of cooperation between the EU and partner countries and regions for the 2021–2027 period.

This programming includes the financial allocation by country for 2021–2024 and the envelope by region for 2021–2027 that will support this cooperation with a total of almost €26.3 billion (including €12.47 billion in country allocations and €13.866 billion in regional envelopes).

Thus, for Sub-Saharan Africa, the 2021–2024 country allocation is €9.076 billion, and the 2021–2027 regional allocation is €10.242 billion; for Asia and the Pacific, the country allocation is €2.32 billion, and the regional allocation is €2.344 billion; and for the Americas and the Caribbean, the country allocation is €1.074 billion, and the 2021–2027 regional allocation is €1.28 billion.

The priorities were defined in consultation with the relevant authorities in the partner countries as well as in collaboration with EU Member States, European financial institutions (EIB and EBRD), and the European Parliament.

The ‘Green Deal’ has been integrated into all MIPs, as has the aspect of gender. Governance, peace, and security feature in nearly 90% of MIPs. Likewise, social inclusion and human development, digital strategy (more than 80% of MIPs), education (80%), sustainable growth and decent jobs (around 70%), and migration feature in more than 50%.

All programming documents will be complemented by four thematic programmes that have already been adopted: Human Rights and Democracy (€1.5 billion); Civil Society Organisations (€1.5 billion); Peace, Stability, and Conflict Prevention (€871 million); and Global Challenges (€3.6 billion). Finally, the Erasmus+ MIP was adopted earlier this year and will receive financing from the non-neighbourhood geographic envelopes in the amount of €1.79 billion.
