18/12/2003 (Agence Europe) - CFSP High Representative Javier Solana on a visit to Washington referred to the EU's security strategy approved by the European Council on 12 December, noting, "We are taking action to make the European Union more active, more capable and more coherent. Adoption of an EU constitution would allow us to do more, which is why the failure to reach agreement last weekend is so disappointing. But the EU has recovered from previous setbacks and we will do so again. It may take a little more time but I have no doubt whatsoever that we will get there in the end". Mr Solana met Richard Armitage and William Burns, Deputies of Colin Powell in Washington, as well as the Deputy National Security Advisor Richard Hadley, who spoke used this occasion to mention the Transatlantic Leadership Award given to Senator Chuck Hagel (republican from Nebraska).
