Double majority of States and citizens remains on table despite renewed opposition from Spain - Poland could show proof of flexibility - One Commissioner per Member State until 2014

Brussels, 09/12/2003 (Agence Europe) - Although it is likely there are still some corrections to be made and many decisions to be completed or confirmed, the main issue to be addressed by the IGC at the end of this week is that of double majority, which reflects for each decision taken by qualified majority the acceptance of at least 50% of the Member States and at least 60% of European Union citizens.
