09/12/2003 (Agence Europe) - The Council decision instituting a team to set up the Agency for development of defence capabilities, research, acquisitions and armaments was published in the Office Journal L318 of 3 December. The decision to set up the Agency and the team establishing it was taken by 17 November's External Relations Council (see EUROPE of 18 November, p.6).
