Brussels, 09/12/2003 (Agence Europe) - On the eve of the Summit during which it is expected the first European Constitution will be adopted, French President Jacques Chirac and German Chancellor Gerhard Schröder took advantage of a lunch at the Elysée in the company of their Foreign Ministers to prepare the European Council scheduled for Friday morning and the last meeting of the Intergovernmental Conference which is to open immediately after this in Brussels. "The Chancellor and I will not accept an agreement at any price and under any conditions", Mr Chirac said during the joint press conference. Mr Schröder, quoted by AFP, said population differences should be taken into account in the future Constitution, the European Commission should be "fully operational" and decisions should be taken by qualified majority as far as possible. He said he was going to Brussels determined to reach an agreement on the future Constitution. "I am going as a sceptical optimist", he said. "So am I", Jacques Chirac added.
