Brussels, 27/11/2003 (Agence Europe) - On Thursday, the Council formally and definitively adopted the regulation on parental responsibility, which determines which judges are competent for enacting in cases involving the kidnapping of children, custody cases and divorce in the European Union. The general rule is that the court of the child's usual State of residence should cover the case (EUROPE of 4/10, p.7). These rules will take effect by March 2005.
