Fundamental Rights in the European Union: Commission gives its interpretation of the conditions for using Article 7 of the EU Treaty

On 15 October 2003, the European Commission published a communication on the conditions for using Article 7 of the EU Treaty on monitoring respect of fundamental rights and sanctions should such rights be breached (see EUROPE of 15 October, p.5).
