Brussels, 26/03/2003 (Agence Europe) - On Tuesday, the Chairman of the European Parliament's Foreign Affairs Committee, Elmar Brok (CDU), welcomed the Italian Minister of Foreign Affairs, Franco Frattini, with the following words, "We are expecting you to enable the IGC to finish in December 2003" in order to develop from a "Treaty of Rome to a Constitution of Rome".
