European Convention: Convention discusses preliminary draft Constitutional Treaty

Honouring his promise, the Chairman of the European Convention, Valéry Giscard d'Estaing, presented to the plenary meeting of the Convention in Brussels, on 28 October, a preliminary draft of the Constitutional Treaty drawn up by the Praesidium. He specified that, at this stage, it was just an initial draft structure (see EUROPE of 28/29 October, p.5, and 30 October, p.4). The first overall text presented to the European Convention is published in full in EUROPE/Documents.
