Text of the "Declaration" by which the WEU Council has transferred most of the Competencies of the Western European Union to the European Union

The "Marseilles Declaration", approved by the WEU Council on 13 November, practically completed the transfer of most of the competencies and roles of the Western European Union to the European Union (EU), complementing the powers the latter has in the field of defence under ESDP (European Security and Defence Policy).
