08/12/2025 (Agence Europe) – The Danish Presidency of the Council of the EU published, on Friday 5 December, a progress report on the work carried out in recent months on the Multiannual Financial Framework (MFF) 2028-2034. In it, it indicated that it had presented a draft “Negotiating Box” to “identify the issues that will need to be addressed in the course of negotiations” and to “facilitate the discussion on options for and solutions to individual issues”, without leading to conclusive debates at this stage and without being binding on the delegations. This project builds on the October exchanges (see EUROPE 13735/23) on the horizontal aspects of the MFF and the European Competitiveness Fund (see other news), in particular simplification, flexibility and allocation criteria, as well as the November discussions on Pillar 1 on the National and Regional Partnership Plans, which are deeply divisive for Member States (see EUROPE 13753/1).
