EU leads the way in domestic offshore wind energy targets for 2030, according to Ember and GOWA

In a new study published on Thursday 30 October, the Ember think-tank and the Global Offshore Wind Alliance (GOWA) reveal that, despite an expected slowdown on the part of the United States, global offshore wind targets remain ambitious enough to triple capacity by 2030.

A total of 27 countries, 27 sub-national governments and three regions have set targets for offshore wind energy capacity, representing 263 GW by 2030. Adding China’s contribution, based solely on the predictions of the International Energy Agency (IEA), would bring the total to around 395 GW.

This figure is close to the target of 413 GW by 2030 set by the International Renewable Energy Agency (IRENA) in the run-up to COP30 in Brazil.

The European Union is currently in the lead, with fifteen countries aiming for 99 GW by 2030. Germany (30 GW) and the Netherlands (21 GW) alone account for more than half of this capacity. The UK has the largest national target, with between 43 and 50 GW of capacity.

According to the report, Asian countries are also rapidly developing their wind energy production capacity, with India in particular aiming for between 30 and 37 GW.

Offshore wind already delivers 83 GW of energy capacity across the world, enough to power 73 million homes”, said Dave Jones, chief analyst at Ember. “To countries thinking about agreeing new targets or extending existing targets, the message is clear: now is the time to act, to help spur the next wave of growth”, he added.
