Climate target 2040 - Danish Presidency of Council of EU working to “advance conclusions” of European Council before 4 November

 

On Friday 24 October, the day after the European Council, the Danish Presidency of the Council of the European Union confirmed that EU environment ministers would on 4 November resume negotiations on the EU’s 2040 greenhouse gas emissions reduction target (see EUROPE 13737/3).

The conclusions of the European Council on competitiveness and the green and digital transition state that, following the strategic discussion between European leaders on the 2040 target, “the European Commission and the co-legislators” are expected to “take the work forward rapidly”.

For organisational reasons, the Danish Presidency had anticipated these conclusions and planned the date of 4 November for a potential new extraordinary Environment Council (see EUROPE 13728/9).

We are currently working to take forward the conclusions of the summit so that they are fairly and consistently reflected in the compromise text”, said a Presidency spokesperson.

The new text, which is due to be discussed by the environment ministers, will be prepared at the meetings of the Member States’ ambassadors to the EU on 29 and 31 October.

The aim is to reach a rapid agreement in the Council of the EU by qualified majority on the 2040 target in the European climate law, so that the 2035 target expected for COP30 in Belém (Brazil), which officially takes place on 10 November, can be calculated and adopted on the same day (see EUROPE 13721/10).
